USDA announced that Oregon ag producers affected by ongoing drought and wildfire conditions may qualify for a range of financial and technical assistance programs. USDA encourages affected farmers, ranchers, and forest landowners to contact their local USDA Service Center as soon as possible to report losses and learn about available assistance options. Producers can also use our OSU emergency service computers located in all OSU Extension offices to file FSA claims if needed.
Crop, Orchard, and Nursery Assistance
- Tree Assistance Program (TAP): Cost-share assistance to replant or rehabilitate eligible orchard trees, nursery stock, bushes, and vines damaged by disasters. Applications must generally be submitted within 90 days of the event or when the loss is apparent.
- Producers with crop insurance or Noninsured Crop Disaster Assistance Program (NAP) coverage should report losses promptly to maintain eligibility.
Emergency Loans and Infrastructure Recovery
- USDA Farm Service Agency (FSA) offers emergency and operating loans to help producers recover from production and physical losses, replace equipment, purchase inputs, and meet other recovery needs.
- Emergency Conservation Program (ECP) funds may be available for debris removal, fence repair, livestock water systems, and other recovery efforts.
Forest and Natural Resource Recovery

- The Emergency Forest Restoration Program (EFRP) can assist nonindustrial private forest landowners with restoring damaged forest lands.
- NRCS provides technical assistance and possible Environmental Quality Incentives Program (EQIP) funding to help producers recover from disasters and improve long-term drought resilience through soil health and water conservation practices.
Livestock Assistance
- Livestock Forage Disaster Program (LFP): Assistance for producers experiencing grazing losses due to drought or wildfire. Applications for 2026 losses are due by March 1, 2027.
- Livestock Indemnity Program (LIP): Assistance for excess livestock death losses, reduced-value livestock sales, and qualifying extreme heat losses.
- Emergency Assistance for Livestock, Honeybees, and Farm-Raised Fish(ELAP): Assistance for feed and grazing losses, livestock transportation costs, water hauling, and drought-related honeybee feed costs.
Community Assistance
- Local governments and tribes may be eligible for assistance through the Emergency Watershed Protection (EWP) Program for debris removal, streambank stabilization, and other watershed recovery projects.
